Engr. Andem Etim Ekpo Bassey was born in Lagos. He hails from Calabar. He attended Methodist Primary School Adadia and also Duke Town primary School, in Cross-Rivers state for his Primary education before proceeding to Hope Waddel Training Institute, Calabar; and then rounded off his Secondary Education at Loyola College Ibadan where he had his O level. He was a student at Federal School of Arts and Science, Victoria Island before joining University of Lodz, Pland for his pre-degree programme. He obtained his First and Second Degree in Civil Engineering at University of Technology, Cracov, Poland where he distinguished himself.
He worked at Kombina metalurgiczny, Nowa Huta, Im, Poland in 1985 as Graduate Assistant. He was also at Academic Rolincz, Cravos, Poland where he worked with institute of Applied Mathematics and Statistics as Graduate Assistant.
Engr Andem Bassey returned to Nigeria and joined Ajoda New town Development Authority, Ibadan in 1986 as Site Engineer. He let and joined Archisan & Associates in 1987 as project Engineer before moving to Cross-River Basin Development Authority Calabar in 19988 as Senior Engineer. He was attached to Planning Investigation and Design (PID) department, where he was posted to different projects like the Nkari Dam project, Ogoja Irrigation project, Obudu Dam project etc
Between 1989 and 2003, Engr Bassey was the managing Director, Magabee Engineering Company Limited Cross-Rivers State where he manage and supervise wide ranging of Civil Engineering and Construction works. The company distinguished itself from the manner it executed many of the projects that it was awarded 1st prize from NAFCON in 1995.
Between 30th June 2003 and 23rd September 2004, Engr Bassey was the Director at Cross-River State Government Directorate of project Monitoring & Evaluation.
In September 2004, Cross Rivers State Planning Commission was established. Engr Bassey was made the Commissioner in-Charge of projects inspectorates department. He effectively supervised the department and ensure that all projects are executed as planned. The Commission was also responsible for monitoring and evaluating on-going projects; collation of relevant data on all projects and infrastructures in the state; verify projects and contract sun; advise in stoppage of any project that does not adhere to contract specification, liaise with Federal Ministries and agencies on project monitoring within the state and report to His excellency etc.
In 2007, Engr Bassey was appointed cross rivers state water board (, financed by World Bank limited as project Coordinator. He was responsible for project implementation, monitoring and coordination. He also supervised all the Civil Engineering components of the job as well as ensuring that contractors execute their duties as contained in their contract papers.
In 2007, he was elected as Executive Chairman, Calabar South Local Government Council, Cross Rivers State, Where he dully serve his people with great dedication and selflessness. Aside from this, Engr Bassey had demonstrated leadership capability in Politics and social section. Below are some of his Public Administration experiences;

Appointed Personal Assistant to the Chairman, National Fertilizer Company of Nigeria (NAFCON) 1994.

Elected GDM (Grass root Democratic Movement) – candidate for Federal House of Representative for Calabar South, Akpabuyo and Bakassi Federal Constituency 1998 election.
Appointed Chairman, Abia State APP Caretaker Committee, Umuahia, Abia State 2000 – 2001- decamped.

He is a member of Polish Society of Engineers, Institute of Chartered Mediators and Conciliators of Nigeria, Nigerian Society of Engineers (NSE, Nigerian Institution of Civil Engineers (NICE), Fellow of The Nigerian Society of Engineering Technician and also a Council for the Regulation of Engineering in Nigeria (COREN) certified Engineer. He is currently national executive member of Nigerian Institution of Civil Engineers.
He has attended courses home and abroad as well as published in both local and international Journal. He loves Reading and Swimming. He is married to Mrs. Mfon Ekpo Bassey and they are blessed with children.
